She was born on March 12, 1938 in Grayson County, KY, the daughter of the late Harvey and Gracie Woosley Frank.
She worked in retail sales at various stores throughout her life. She loved to go shopping and she was always impeccably dressed with her hair and nails done. But closest to her heart was her family and spending time with her grandchildren; whom she adored. Norma Jean was a lifetime member of the Ladies Auxiliary of the Veterans of Foreign Wars that was located in Rough River. She was a member of the American Legion Post # 81 in Leitchfield. She married her late husband, Robert Glen Decker in 1988. She attended Cross Point Baptist Church in Leitchfield.
She is survived by her children, Robert E. Decker (Jenny), Donald E. Schagene (Cathy), Sherry L. Winburn, and Teresa G. Boone; 10 grandchildren, Robert Joseph Decker, Jason Glen Decker, Elizabeth Meade Corbett, Chris Winburn, Tanya Winburn, Matthew Schagene, Joseph Schagene, Christopher Schagene, Ethan Schagene and Garrett Schagene; 16 great-grandchildren, and 2 great-great-grandchildren.
She was preceded in death by her husband, Robert Glen Decker, and a sister, Nancy Earline Hack.
